    Web feeds provide web content or summaries of web content together with links to the full versions of the content, and other metadata.
    RSS in particular, delivers this information as an XML file called an RSS feed, webfeed, RSS stream, or RSS channel (Source: Wikipedia)

    So if you have an RSS reader installed on your Computer it will pop-up a message whenever the content in the RSS Feed changes.
    This is a neat way of getting Just-In-Time information about new content on a Website without actually visiting that website
